High-Level Study Tour on Environmental Governance and Environmental Law Enforcement

The Sino-German Environmental Partnership organized a study tour on environmental governance and environmental law enforcement for high-level leaders in ministries from September 17th to 21st, 2019. The delegation was led by CHEN Chunjiang, the Deputy Chief Inspector of the Communist Party of China (CPC) Central Commission for Discipline Inspection(CCDI) Inspector’s Office and the Deputy Chief Supervisor of the State Committee of Supervisory(SSC) Supervisor’s Office at the Ministry of Ecology and Environment (MEE). The rest of delegation members includes representatives from MEE, CRAES, FECO and China Environment News.

The delegation is visiting Hesse State Ministry of Environment, Climate Protection, Agriculture and Consumers’ Protection (HMUKLV).

The delegation is at a meeting in Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU).

During the study tour, the delegation visited the Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU) and the German Environment Agency (UBA), learnt the construction of German legal system and anti-corruption, and also discussed with German side on trends and challenges of environmental governance. The delegation also studied typical cases on the ban of diesel fueled cars in German cities and the case between Greenpeace and the Federal Republic of Germany on climate protection goals during the visit of Administration Court Berlin (Verwaltungsgericht Berlin). In addition, the delegation met representatives from environmental protection group – Client Earth – and discussed public participation in environmental protection and law enforcement. Besides, the delegation visited local environmental agencies to further study local cases.
