In 2012, the 18th People’s Congress incorporated building an “ecological civilization” as a long-term strategy into the overall development plan. The concept, which was first proposed by Hu Jintao in his report to the 17th National Party Congress in 2007, reflects a change of emphasis in the Chinese development model, away from a focus on “industrial civilization”. It asks for equal integration with economic, cultural, social and political construction in a holistic manner to elevate China’s development process to a sustainable one.
