Guidance on the Implementation of the “Three Lines and One List” Ecological Environment Zoning Control requires that by 2023, the “three lines and one list” (ecological protection red line, environmental quality bottom line, resource use line, and ecological access list) eco-environmental zoning control system will be basically completed, mechanisms for updating and adjusting, tracking and evaluating, and results data sharing services will be established, data sharing and application system service functions will be completed, and applications in planning, industrial layout optimization and transformation and upgrading, environmental access and other areas will be implemented. The mechanism is established to promote the basic formation of a high-level ecological environment protection pattern.

By 2025, the “three lines and one list” demands progress on the ecological and environmental zoning control technology system and policy management system, enhancement of the data sharing and application system, expansion of the application fields, improved effectiveness of the application mechanism, and continuous improvement of the ecological environment.
