Implementation Plan for the Comprehensive Implementation of the Pollutant Discharge Permit System
On November 3rd, the Ministry of Ecology and Environment of the People’s Republic of China (MEE) issued the“Implementation Plan for the Comprehensive Implementation of the Pollutant Discharge Permit System.”
The targets of the implementation plan include: by 2025 fully implement the management of industrial noise, industrial solid waste discharge permits, basically implement the management of marine engineering discharge permits; develop and revise a set of technical standards; achieve the integration of environmental statistics and discharge permits for industries such as thermal power; by 2027 refine the pollutant discharge permit system, with all major pollutant emissions under permit control; establish a fixed pollution source monitoring scheme centered on discharge permits.
Under the guidance of previous relevant policies, such as the Measures for the Administration of Pollutant Discharge Permits (2024): it set specific targets for 2025 and 2027 to better implement previous policies, propose specific implementation measures: e.g. regarding intelligent monitoring and management, the new Measures propose implementing off-site supervision by using the emission data obtained from the national discharge permit management information platform; regarding public participation, it put forward establishing a reward mechanism.
