MEE issued the “Management Measures for the Legal Disclosure of Corporate Environmental Information”

On 21 December, the Ministry of Ecology and Environment issued and implemented the Management Measures for the Legal Disclosure of Corporate Environmental Information (hereinafter referred to as the “Management Measures”).

The development of the management measures is an important initiative to deepen the reform of the legal environmental information disclosure system and a concrete measure to promote the modernisation of the environmental governance system and capacity.

The “management measures” clarifies the subject of environmental information, focusing on corporates with high environmental impact and high public concern, requires the disclosure of environmental information in accordance with the law by key emission units, corporates implementing mandatory cleaner production audits, listed companies that meet the prescribed circumstances, debt issuing corporates and other entities. The procedures for developing the list of corporates that are required to disclose environmental information in accordance with the law, and the time period for corporates to be included in the list are also regulated. The “management measures” clarifies the content of the legal disclosure of corporate environmental information. Key emission units are required to disclose eight types of information, including information on corporate environmental management, pollutant generation, treatment and emissions, and carbon emissions.

The “management measures” provides for the construction of a system for the legal disclosure of corporate environmental information, information sharing and reporting, supervision and inspection and public surveillance, and clarifies the circumstances of non-compliance and the corresponding penalties. It also takes the disclosure of corporate environmental information in accordance with the law as an important content in evaluating corporate credit.
