“Opinions on Further Strengthening the Protection of Biodiversityā€¯

The overall objectives of the publication by 2025 are to continuously promote the background survey and assessment of priority areas for biodiversity conservation and national strategic areas, to build a national biodiversity monitoring network and a relatively stable spatial pattern for biodiversity conservation, to have national parks as the main nature protected areas accounting for about 18% of the land area, to increase the forest coverage rate to 24.1%, to achieve a grassland overall coverage of 57%. The protection rate of wetlands has already reached 55%, the retention rate of natural coastline is at no less than 35%, the protection rate of the number of wildlife species under national key protection has reached 77%, 92% of terrestrial ecosystem types were effectively protected, the aquatic integrity index of the Yangtze River has improved, China is still a global frontrunner in the collection and preservation of biogenetic resources, and a large variety of policies, regulations, systems, standards and monitoring systems related to biodiversity conservation are established.

By 2035, biodiversity conservation policies, regulations, standards, and monitoring systems should be improved, a unified and orderly national spatial pattern of biodiversity conservation is planned to be formed, the condition of natural ecosystems such as forests, grasslands, deserts, rivers, and lakes, wetlands, and oceans should largely be improved, the forest coverage rate is targeted to reach 26%, the overall grasslands coverage should reach 60%, the wetland protection rate is planned to increase to about 60%, national parks as the main body of nature protected areas should be fully protected, and the protection of ecosystems, species of wildlife of national importance, endangered wildlife, and their habitats should be significantly improved. Protected areas in nature, mainly national parks, are planned to account for more than 18 % of the land area; the aquatic index of the Yangtze River should be improved significantly; a mechanism for access to and benefit-sharing and sustainable use of biogenetic resources should be established; and citizens should be more actively engaged in the protection of biodiversity, and biodiversity protection is formed.
