The Opinions on Governing Pollution by Law insists on the comprehensive and accurate implementation of the rule of law documents issued by the Party Central Committee. This involves the work on the rule of law in the ecological environment and the Opinions on Deepening the Battle of Pollution Prevention and Control. It also puts forward specific and detailed implementation initiatives; insists on the comprehensive and accurate articulation of the central work of the ecological environment system to promote the promotion of gas, carbon reduction and ecological strength, and the increase of water, soil consolidation and risk prevention, and provides strong rule of law protection for them.

The main body of the Opinions on the Regulation of Pollution by Law is divided into three major parts.

(1) General requirements, including guiding ideology, main principles, and overall objectives, focusing on enhancing the awareness of “respecting the law” in the field of ecology and environment.

(2) Main measures, which focus on the objectives and requirements of the rule of law in the ecological environment and systematically promote the key work of building the rule of law in the ecological environment, with a focus on building a new pattern of “learning and abiding by the law” in the ecological environment, including the “eleven sustainable”.

(3) Key areas and important means to ensure the application of the rule of law to the main operational work of the ecology and environment sector, focusing on enhancing the level of “use of the law” in the ecology and environment sector, including the “promotion of law”.
