Special Measures for the Management of Central Budgetary Investment in Ecological Protection and Restoration

To strengthen the management of the Central Budgetary Investment Projects for Ecological Protection and Restoration in Key Regions (hereinafter referred to as the “Special Project”), NDRC has formulated the “Measures for the Management of Central Budgetary Investment Projects for Ecological Protection and Restoration in Key Regions”. The scope of projects supported by the Special Project includes ecological protection and restoration projects in key regions applying for investment within the central budget, including the Qinghai-Tibet Plateau Ecological Barrier Zone, the Yellow River Key Ecological Zone (including the Loess Plateau Ecological Barrier), the Yangtze River Key Ecological Zone (including the Sichuan-Yunnan Ecological Barrier),  as well as ecological protection and restoration projects in key areas such as the North-Eastern forest belt, the northern sand control belt, the southern hilly mountain belt and the coastal belt that are in line with the direction of support (except for the scope of construction of large wind power photovoltaic bases).

According to the measures, the Special Project mainly supports key ecological resource protection projects, including forest and grassland fire prevention, forest and grass germplasm bank, and construction of grassroots management and protection sites; wildlife protection and nature reserve construction, including the construction of national nature reserves and wildlife protection infrastructure; natural ecological monitoring and supervision projects, including monitoring and evaluation systems for major ecological protection and restoration projects; forestry law enforcement and supervision capacity enhancement projects, including sand control demonstration, national special and rare forest cultivation, strategic timber reserve bases, forestry law enforcement and supervision services, national ecological positioning stations, the rescue of very small populations of wildlife resources, and infrastructure construction for environmental improvement in state-owned forest areas.
