Two regional action plans released to address the air pollution in autumn and winter
On October 30th, the Ministry of Ecology and Environment (MEE) released two action plans for comprehensive control of air pollution in the autumn and winter of 2020-2021, focusing on Beijing-Tianjin-Hebei (Jing-Jin-Ji) cluster plus Fenwei Plain and Yangtze River Delta area.
Detailed PM2.5 density targets and heavy pollution days were set up, differentiated by location and timeframe.
Area | Average PM2.5 lower than (μg/m3) | Heavy pollution day cap | |
Oct-Dec 2020 | Jing-Jin-Ji | 63 | 5 |
Fenwei | 62 | 5 | |
Yangtze River | 45 | N/A | |
Jan-Mar 2021 | Jing-Jin-Ji | 86 | 12 |
Fenwei | 90 | 13 | |
Yangtze River | 58 | N/A |
Specific air pollution control measures were proposed and are to be strengthened in the upcoming heating season, including clean coal replacement, ultra-low emission standard in the steel industry, transportation transfer from highway to railway and waterway, coal consumption cap, industrial restructure, etc. Synergy for carbon emission control could be expected through the strict implementation of these air pollution control countermeasures.
