To thoroughly implement the “Opinions of the State Council of the Central Committee of the Communist Party of China on the Fight against Pollution” and to steadily promote the construction of “waste-free cities”, MEE, NDRC, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Development, the Ministry of Commerce, the Ministry of Culture and Tourism, the Health and Welfare Commission jointly issued “Work Plan for the Construction of “Waste-free Cities” in the 14th Five-Year Plan Period.”

The Work Plan aims to promote the construction of “waste-free cities” in about 100 cities at the prefectural level and above. Until 2025, the intensity of solid waste generation in “waste-free cities” should more rapidly be reduced, the level of comprehensive utilization should be significantly improved, the harmless disposal capacity should be guaranteed, the synergistic control of pollution and carbon reduction should be given full play, and the “one network” of solid waste management information should be realized. The concept of “waste-free” should be widely recognized, and the solid waste management system and management capacity should be significantly enhanced.
