The State Council issued a notice on 25 March 2021 delegating the key tasks set out in the Government Work Report to provincial-level governments and State Council sub-bodies. The aim is to consolidate the foundations for economic recovery while maintaining sustainable social and economic development.

Among the main targets this year is the management of nature and the environment. The prevention of pollution and environmental conservation is to be strengthened so that environmental quality may be continuously improved. To prevent air pollution, clean energy is set to reach 70 percent for winter heating in northern parts of the country. Likewise, the sorting of domestic waste will be promoted in cities and counties in an orderly manner. This year, China will work out its action plan to peak carbon emissions before 2030 and optimize its industrial and energy structures.
