中德环境伙伴关系项目

中德环境伙伴关系项目自 2013 年启动以来,中德双方已针对一系列专业课题展开了丰富的经验和意见交流,为中德环境政策双边对话提供了有力支持。

该项目通过培训、人员交流和传授相关知识等方式提升机构和个人能力,从而为中国未来的“生态文明”转型和建设“美丽中国”做好充分准备。该项目受德国联邦环境、自然保护、核安全和消费者保护部(BMUV,以下简称德国环保部)和中国生态环境部(MEE)共同监督,由德国国际合作机构(GIZ)负责实施,并通过德国环保部国际气候倡议募资。2017 年 9 月,中德环境伙伴关系项目进入第二阶段,并将持续至 2021 年。

中德环境伙伴关系项目通过举办各种活动为中国合作伙伴提供支持,致力于将现有环境管理体系转变为一个集学术界、产业界以及民间团体等多方参与的综合环境管理体系。这些活动将进一步加深中德环境战略对话。为此,中德双方将加强交流,以期对中国主动承担全球环境和气候变化方面的责任产生持续的积极影响,从而推进巴黎协定以及 2030 联合国可持续发展议程的实施。

中国环境与发展国际合作委员会(以下简称国合会)2024年年会以 “开放包容创新合作,共建清洁美丽世界 ”为主题,于2024年10月10日至12日在北京举行,吸引了来自政府、研究机构、私营部门和民间社会的400多名高层专家参加。全会和主题论坛讨论强调了在全球压力日益增大的情况下继续领导可持续发展和气候转型的重要性。国合会委员、特别顾问和特邀专家共同探讨了今年的研究成果,并就国合会向中国政府提出的年度政策建议达成了一致。

2月27日,”中国环境与发展国际合作委员会(国合会)研究框架下的循环经济前期研究启动会”在线上举行。

Green design is becoming a cornerstone of China’s circular economy strategy, recognizing that up to 80% of a product’s environmental impact is determined at the design stage. Building on more than a decade of pilots and standards, China is shifting from resource efficiency toward designing products for durability, reuse, and recyclability.

New Green Design Guidelines issued in April 2026 establish a common framework for industry, outlining 11 core design principles, sector-specific guidance across 15 industries, and enabling measures including AI, standards, talent development, and international cooperation to accelerate the transition to greener manufacturing.

In May 2026, the General Office of the State Council and the Standing Committee of the National People’s Congress (NPCSC) respectively released their “2026 Legislative Work Plans”. The Plans outline the priorities for the State Council’s and NPCSC’s legislative work throughout the year, including legislative projects scheduled for review, drafting, amendment, or further research.

From an environmental and natural resources perspective, both Plans are particularly noteworthy, as they signal a number of regulations and legal revisions that are expected to be drafted, revised, or accelerated in 2026. These developments provide important insights into China’s environmental policy priorities and legislative direction in the coming years.

On 17 June 2025, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Comprehensively Promoting the Protection and Governance of Rivers and Lakes. This is China’s first top-level policy providing a unified framework for river and lake governance. It sets out six key areas and introduces three core subsystems for modern flood-disaster prevention. By 2035, the policy aims to strengthen flood control, safeguard drinking-water sources and restore aquatic ecosystems, while promoting water-related culture and improving governance mechanisms. It builds on the Yangtze (2021) and Yellow River (2022) Protection Laws.
