13.04.2023

On April 13, the Chinese Ministry of Ecology and Environment issued seven policies on ecological and environmental protection.
• The “Measures”:
① National Ecological Quality Supervision and Monitoring Measures (2023-2025)
The Measures stressed the importance to make full use of the remote sensing monitor in its ability of discovering problems proactively, to coordinate remote sensing supervision, land-based supervision, and quality control of ecological environment, to improve the layout of ecological monitoring stations nationwide, and to strengthen the communication and cooperation with institutes such as the Chinese Academy of Sciences.
• The “Four Standards” for emission units:
② Technical Specifications for Quality Verification of the Emission Permits
③ Technical Specifications for QR-Codes at Outlets of Emission Units
④ Technical Guidelines for Evaluation of Environmental Influence of Land-Based Oil and Gas Construction Projects
⑤ Technical Guidelines for Evaluation of Environmental Influence of Civil Airport Construction Projects
The “Four Standards” further stipulated the quality verification of emission permits (specifically its methods, requirements, and main contents), the technical requirements for emission units placing QR-codes at outlets, while also making clear to include the new standards and policies for ecological protection into the guidelines of oil and gas projects.
• The “Two Guidelines” for water eco-system supervision:
⑥Technical Guidelines for Supervision of the Water Eco-system: Monitoring and Evaluation of Hydrobiology in Rivers (for Trial Implementation) and
⑦Technical Guidelines for Supervision of the Water Eco-system: Monitoring and Evaluation of Hydrobiology in Lakes and Reservoirs (for Trial Implementation).
The “Two Guidelines” clarified the main contents, technical requirements, and methods of the assessment of hydrobiology in rivers, lakes and reservoirs, which bears an important value for the improvement of the national monitoring system of the ecological environment.
