The Technical Specification was developed for the implementation of the “Environmental Protection Law of the People’s Republic of China”, “Law of the People’s Republic of China on the Prevention of Environmental Pollution by Solid Waste”, “Measures for the Management of End-of-life Motor Vehicle Recycling” and other laws and regulations, prevent environmental pollution in the process of dismantling end-of-life motor vehicles, regulate the environmental management of end-of-life motor vehicle dismantling. This specification specifies the general requirements for the dismantling of end-of-life motor vehicles, the requirements for enterprise infrastructure and pollution control in the dismantling process, the requirements for pollutant emissions, the requirements for environmental management and the requirements for environmental monitoring and emergency plans for environmental incidents. This specification was first published in 2007 and this is the first revision of the Technical Specification for Environmental Protection of End-of-life Motor Vehicle Dismantling (HJ 348-2007).

According to statistics from the Ministry of Public Security, the number of motor vehicles in China reached 395 million in 2021. The rapid growth in the total number of motor vehicles has led to a significant increase in the number of end-of-life motor vehicles. With the advancement of technology and environmental protection requirements of domestic end-of-life motor vehicle dismantling enterprises, the Technical Specification for Environmental Protection of End-of-life Motor Vehicle Dismantling formulated by the former State Environmental Protection Administration in 2007 is no longer suitable for the development of the industry and management requirements and is in urgent need of revision. The revised Technical Specification will be officially implemented from 1 October 2022.

The main contents of this amendment include:

• refines the requirements for pollution control of the infrastructure and dismantling process of end-of-life motor vehicle dismantling enterprises and pollutant emission requirements.
• adds the requirements for the management of end-of-life motor vehicle dismantling enterprises and enterprise environmental monitoring;
• adds the requirements for pollution control of the whole process of end-of-life electric vehicle dismantling;
• adds Appendix A to set out the requirements for the characteristics and destination of the main dismantling products of end-of-life motor vehicles.
